1. NUGROHO WISNUMURTI: PEMUDA TIMTIM HARUS LEBIH DIDEKATI

Jakarta - Kepala Perutusan Tetap Republik Indonesia untuk PBB
di New York, Nugroho Wisnumurti minta para pemimpin formal dan
informal di Timor Timur lebih mendekati para pemuda agar generasi
muda tidak terbuai oleh hasutan Portugal.
"Mereka harus disadarkan agar melihat kenyataan bahwa inte-
grasi telah merupakan hal yang mutlak dan referendum menjadi hal
yang tak mungkin," kata Nugroho kepada pers di Istana Merdeka,
Jumat.
Setelah menemui Presiden Soeharto untuk melaporkan tugasnya,
Nugroho mengemukakan, pendekatan yang dilakukan para pemimpin
formal dan informal itu masih perlu ditingkatkan.
"Referendum di Timtim yang selalu didengung-dengungkan Portu-
gal merupakan impian yang tidak realistis," kata Nugroho yang
baru saja mengunjungi propinsi termuda bekas jajahan Portugal
itu.
Ia menegaskan pendekatan kepada kaum muda itu sangat perlu
dilakukan karena sebagai generasi muda, mereka ini masih sering
terbuai oleh berbagai impian yang kadangkala tidak realistis.
Nugroho menyebutkan pula jika di Timtim muncul berbagai kritik
terhadap pemerintah maka hal itu seharusnya tidak dianggap secara
otomatis sebagai tindakan yang menentang pemerintah.
"Sensitivitas kita masih perlu ditingkatkan. Pemerintah perlu
benar-benar mendengarkan keluhan atau kritik rakyat dan kemudian
mengatasinya jika keluhan itu memang benar," kata Nugroho yang
akan segera kembali ke New York.
Ketika ditanya bagaimana kiat penanganan yang baik di Timtim
itu, ia mengatakan masalah ini harus dianggap sebagai mata uang
yang memiliki dua sisi.
"Penyelesaian di luar negeri akan banyak dipengaruhi proses
penyelesaian di dalam negeri sendiri dan sebaliknya. Perlu ada
upaya agar kedua aspek itu mencapai kemajuan yang sama
mantapnya," kata Nugroho.
Sementara itu, ketika ditanya apakah mungkin Portugal akan
menonjolkan masalah Timtim pada Pertemuan Asia- Eropa (ASEM) di
Bangkok tangal 1-2 Maret, Nugroho mengatakan hal itu sebenarnya
bukan merupakan wewenangnya untuk memberikan jawaban.
"Namun pemerintah Indonesia yang dibantu oleh sahabat-sahabat
di Uni Eropa sedang mengusahakan untuk menghindarkan hal-hal
(topik, red) yang tidak relevan," katanya.
Pertemuan dua hari di Bangkok ini akan dihadiri ketujuh
anggota ASEAN ditambah, RR China, Korea Selatan serta Jepang.
Sementara itu dari Eropa akan datang 15 kepala negara dan kepala
pemerintahan antara lain dari Spanyol, Perancis, Belanda serta
Portugal.

2. DEPLU DAN KOMNAS HAM SUSUN PROGRAM PENDIDIKAN HAM DI
SEKOLAH

Jayapura - Direktorat Organisasi Internasional Departemen
Luar Negeri (Deplu) RI, bekerjasama dengan Komnas HAM sedang
menyusun program pendidikan yang diharapkan dapat diterapkan
dalam jalur pendidikan di sekolah formal maupun non formal.
"Kerjasama penyusunan program pendidikan HAM itu dirintis
sejak 1994 dan akan dipersiapkan selama lima tahun, diharapkan
dapat dipakai dalam pendidikan di sekolah maupun pendidikan luar
sekolah," ungkap Direktur Organisasi Internasional Deplu RI,
Dr.N.Hasan Wirajuda, kepada ANTARA, Kamis di Jayapura.
Menurut dia, program pendidikan HAM di negara-negara maju
sudah diterapkan di sekolah formal dan non formal, sementara di
Indonesia masih kekurangan ahli, kini sedang diupayakan penyusu-
nan program tersebut untuk selanjutnya dimasukkan dalam kurikulum
pendidikan dasar hingga perguruan tinggi.
Direncanakan penyusunan program mata pelajaran HAM ini akan
dimasukkan sebagai mata kuliah di perguruan tinggi dan mata
kuliah HAM ini akan diuji coba di fakultas hukum Universitas
Indonesia sebagai program pasca sarjana.

1. PREGNANT HOSTAGE'S CONDITION WORSENS

Jayapura - The health of a four-month pregnant Dutch national
who is being held hostage by members of the Free Papua Movement
(OPM) in Irian Jaya has begun to get worse.
Martha Klein, in a letter sent to at least 20 institutions
including Jayapura Bishop Herman Munninghoff and the Internation-
al Committee of the Red Cross (ICRC), said she has also suffered
from malaria, chief spokesman for the Trikora military region
command Lt Col Maulud Hidayat said here Friday.
Klein, a UNESCO staff member, along with five other foreign-
ers, are among the 13 remaining hostages held by the OPM.
The rebel group on January 8 abducted 26 people while they
were carrying out a scientific research in Mapnduma village,
Irian Jaya. So far, 13 hostages had been released.
The other hostages, who belong to the Lorentz research team,
also said in their letters that their health has begun to dete-
riorate as well.
The letters, written on February 5 and 6, called for an
immediate dispatch of food and medicine.
Hidayat said the letters were delivered by a courier to the
13th military post in Mapnduma and were received by three local
leaders, including clergyman Andrean van der Bijl.
The messenger had to walk for a week from the OPM hideout to
be able to deliver the letters.
Following the submission of the letters, the military sus-
pected that the OPM, also known as the Kelly Kwalik Group, had
brought the hostages into villages near Mapnduma.
According to Hidayat, the letters were not a response to
leaflets dropped by the ICRC from helicopters on February 10 in
the hope of getting any contact with the kidnappers.
The letters were written before the ICRC dropped the leaflets
last Friday, he added.
The ICRC recently said it had successfully made contact with
the Kelly Kwalik Group.
The international institution also confirmed a planned meet-
ing between ICRC representatives and the Kelly Kwalik Group at an
undisclosed location next week.
Commenting on the ICRC statement, Vice-Chairman of the Na-
tional Commission on Human Rights (Komnas HAM) Marzuki Darusman
said in Jakarta Thursday that "it is possible that the two sides
had made contact but a contact and a release are different mat-
ters."
He said the most important thing is the confirmation that the
kidnappers who were "successfully" contacted by the ICRC are the
Kelly Kwalik Group.
"It has been hard to identify the so-called Kelly Kwalik.
Thus if there is a claim that a contact with the him or his group
had been made, it should be 'verified' several times," he
stressed.
Darusman added that he had told Head of ICRC Indonesia Henry
Fournierabout the issue.
According to him, "Fournier also admitted that 'there is
always a risk' that the contact which had been made is not with
the right person."
Darusman also told ANTARA about the result of the recent
visit of Komnas HAM members Asmara Nababan and Albert Hasibuan to
Irian Jaya.
"We just intended to 'monitor' the follow-up to the Kelly
Kwalik Group's intention to come out of the jungle, as was stated
in our meeting with some members of the group several months
ago," he said.
Members of Komnas HAM and the Kelly Kwalik Group met when the
human rights commission was trying to gather facts on the "Timika
case" in Irian Jaya last year.

2. ALATAS TO RECEIVE HONOURARY DEGREE FROM DIPONEGORO
UNIVERSITY

Semarang, C Java - The University of Diponegoro here will
confer on Foreign Minister Ali Alatas an honourary degree in
international law.
"Minister Alatas deserves the honourary doctoral degree
because of his valuable and outstanding contributions to Indone-
sia's interest in the international world," said Prof. Dr. Mula-
di, Rector of Diponegoro University, here on Thursday.
He said that Alatas, especially through the Non-Aligned
Movement and the ASEAN, has enhanced the role of Indonesia in
helping to create a world order.
Muladi also noted it will be the first time for the universi-
ty to confer an honourary degree since it was established 40
years ago.
He said the conferment will be held during the university's
40th anniversary commemoration in October this year.

3. PUTERA SAMPOERNA BIGGEST INDIVIDUAL TAXPAYER IN 1994

Jakarta - Putera Sampoerna, owner of clove-flavoured ciga-
rette-maker PT H.M Sampoerno, was the biggest individual tax-
payer in 1994, Tax Director General Fuad Bawazier said Thursday.
Bawazier said there were at least 20 newcomers on the list of
200 big corporate and individual taxpayers in 1994.
Like in previous years, state-owned companies dominated the
list of 20 big corporate taxpayers in 1994 with PT Telecommunika-
si Indonesia emerging as the biggest among them, he said.
Fuad declined to mention the amount of income tax each of
the 200 big individual taxpayers had contributed in 1994.
He said however that in 1994 income taxes from the 200 indi-
vidual taxpayers accounted for 3.3 percent of the total amountof
individual income tax receipts of Rp7.1 trillion, while income
taxes from 200 corporate taxpayers accounted for Rp4.45 tril-
lion or 44.2 percent of the total amount of corporate income tax
receipts of Rp10.81 trillion.
He said the 1994 total amount of individual income tax re-
ceipts of Rp7.1 trillion included income taxes deducted by compa-
nies from their workers' salaries.
He said the amount of income tax the government received from
individual and corporate taxpayers in 1994 increased by 40 per-
cent and 30.5 percent respectively from the previous year.
He said the amount of income tax paid by taxpayers belonging
to the 200 big individual taxpayer group in 1994 increased by
187.7 percent from the previous year.
The amount of income tax paid by corporate taxpayers belong-
ing to the 200 big corporate taxpayer group in 1994 increased by
57.4 percent from the previous year.
